A moka pot will brew at 1-2 bars of pressure max (up to 2 times atmospheric max). The safety valves in a moka pot are set to release before/at 3 bars as a precaution. When your pot is seasoned and the pack is right, its normal to get some crema when pressure exceeds around 1.2 bars.
